The Voluntary Preschool Master Plan strives to improve the quality of preschool programs and increase access to all four year-olds in Fresno County.

In September 2007, the Fresno County Office of Education engaged a cross-section of the community in the design of a comprehensive voluntary preschool plan for four year-olds in Fresno County. With the assistance of consultant Dr. Karen Hill-Scott, facilitated in dialogue with more than one hundred community leaders, with representation from elected officials, businesses, civic/social and government agencies and preschool educators from public, private, and faith-based programs. The planning process was funded in part by grants from Packard Foundation and First 5 Fresno County, and was deliberately inclusive of all preschool programs in the county. The plan includes a detailed description of the compelling need to provide high-quality preschool and the summative reports of subcommittees in the areas of Articulation and Coordination, Parent & Community Engagement, Program Quality and Monitoring, and Workforce Development.
